Canada legalized recreational cannabis at the federal level in October 2018, which gave breeders operating in the country a regulatory regime closer to a pharmaceutical manufacturer than to the underground seed economy that built the American and Dutch scenes. Licensed Canadian programs work under Health Canada cultivation rules, with seed sales tracked, batch records audited, and genetics catalogued through a system that does not exist anywhere else at the same scale. Brothers Grimm, founded in 1996 by Mr. Soul, predates that framework by more than two decades and represents the older Canadian tradition of small forum-based preservation breeding — Cinderella 99 and Apollo 11 both came out of that program in the late 1990s before it shut down in 2002. When Brothers Grimm relaunched in 2017 the principal breeder was working from archived mother stock preserved through the dormant years, and the relaunched catalogue now sits alongside newer Canadian programs that operate inside the licensed system.
